Abstract
In January, 1923, some residents in Sunbury founded a Ratepayers Association, which they claimed was 'non-political'. While the R.A. did not advocate citizens breaking the law by refusing to pay their rates, they were 'rebels' in the sense that they were determined to lobby hard on the issue of local taxation, which they claimed was too high. This article traces the brief history of the Association, which folded in 1927.
