Abstract
This article was the result of a commissioned research project investigating attitudes towards planning uses. It concluded that the planning use class system failed to work appropriately for the emerging needs of the leisure industry. The research was cited in the House of Lords on the legislation regarding changes to laws surrounding pubs and restaurants.
